Magnus Utne Gulbrandsen holds a Professional Master’s degree in Economics from the University of Oslo. Magnus is heading Menon’s team for cost-benefit analyses and evaluations. He has broad experience in conducting economic analyses of public initiatives and policy instruments within a number of different sectors, and with developing methodologies for such analyses. Selected projects include the analysis of road investments, measures to enhance maritime safety and preparedness, a licensing scheme for gaming, and a series of environmental taxes and measures to mitigate climate change. Magnus has also designed methodologies for the analysis of HES-regulations in the oil and gas industry and financial market regulations. In addition, he plays an important role in Menon’s work with macroeconomic forecasts and has acted as project manager for the business barometer for Northern Norway.

Magnus has previous work experience as an economist at the Norwegian Climate and Pollution Agency (now the Norwegian Environment Agency). He has also represented Norway as a member of the Socio-economic Analysis Committee (SEAC) in the European Chemicals Agency (ECHA).
