Embla Skurtveit holds a degree in economics from the University of Bergen, specializing in political economy. She has been employed at Menon since August 2022. Previously, she has gained experience in economic management in public administration from the County Governor of Rogaland.

At Menon, Embla primarily works on projects with focus on climate and the environment, transportation, culture, and industrial organization. She has extensive experience in conducting socio-economic analyses, evaluations, and mappings. She has also worked on several projects for quality assurance of large government investments. Given this experience, Embla is well acquainted with both the Norwegian State Project Model and the Instructions for Official Studies of Central Government Measures, as well as various guidelines and circulars for socio-economic analyses, and the OECD framework for evaluations. In several projects, she has also worked extensively with methodologies for non-price effects in socio-economic analyses.

From all projects, Embla has broad experience in collecting data using both quantitative and qualitative methods, and further processing and analyzing the data.
